利用国外的先进技术弥补本国技术上的不足，是后起国家加快技术进步实现现代化的基本路径。文章以韩国为例，研究了其从引进来到走出去的技术进步路径，结果表明，韩国技术寻求型 OFDI 具有始发于工业化中后期阶段、着眼于高新技术产业、主要面向发达国家和地区、以国内大企业为主导和得力于政府全方位积极推动的特征。在此基础上，对我国开展技术寻求型 OFDI，提出要注重区域异质性、培育具有竞争力的大型企业集团、立足于高新技术产业，政府提供多方面的政策与服务支持等对策建议。

Taking the advantages of advanced foreign technologies to make up for shortages of domestic technologies is a basic path for late-development countries to speed up their technological progress and to realize their modernization. In this paper, we studied the case of South Korea on its technology progress path from bringing in to going out. The results show that the Korea technology seeking OFDI has such features,including originating in the later stage of industrialization, paying attention to the high and new technology industry, mainly catering to the developed countries and regions, making the domestic large enterprises as the leading and taking advantages of the government＇s all-round active promotion. On the basis of this study, we proposed the following countermeasures for the development of technology seeking OFDI to our country.We should pay attention to the regional heterogeneity, cultivate large enterprise group with competitive power, base on the high and new technology industry, and the government should provides policy support and service in many aspects.
