学界对乾隆的研究比较深入,但对于其用人原则和在西北的政治建设研究却并不足。该文以刘统勋为个案,考察乾隆治理西北的策略。作为乾隆时宰辅重臣,刘统勋为人练达端方,深得乾隆器重。然而在协理陕甘总督任上,因为建言不当,被革职查办。该文对刘统勋获罪原因以及最后为何免罪进行了梳理,探究了乾隆用人的原则。对于刘统勋总理编纂《西域图志》一事,文章指出其影响与局限,从中可以看出乾隆在西北的政治建设,试图以此建构国家认同。

Although a lot of studies have been done on Emperor Qianlong, his art of choosing talents and northwest political construction calls for a more systematic study.Taking Liu Tongxun as a case, this article researches the emperor＇s northwest governance strategy. As Qianlong＇s grand premier, Liu was a decent and sophisticated fellow and regarded highly by Qianlong. However, in the assistance of Shaanxi and Gansu governor＇s office, Liu was cashiered and investigated for improper suggestions.This paper analyzes the reasons why Liu offended and finally exonerated and summarizes Qianlong＇s art of selecting telents. As for Xi Yu Tu Zhi compiled by Liu, this paper argues its influence and limits, from which refects Qian Long＇s political construction and his aim of building a national identity in the northwest.
