依据R＆D经费的来源结构和执行主体差异，构建来源一执行分析框架，利用并联结构的DEA模型测算中美两国不同来源R＆D经费的执行效率，分析效率差异及其成因。研究发现：中美两国不同来源的R＆D经费使用效率演化路径不同，而且其不同主体间使用效率也存在差异；企业、高等学校和科研机构等不同执行主体在国家创新体系中的功能的差异是其产出效率差异的主要原因。

Considering the difference between funding source and performing sector, this paper proposed a theoretical framework of ＂source-perform＂ . With the parallel structure DEA model it calculated the output efficiency of different performing sectors in the USA and China, and analyzed and discussed the causes for the differences in output efficiencies. Results show that： the output efficiency of different performing sectors in the two sampling countries differs significantly; the differences in their roles in the national innovation system are the major factors that results in the difference in output efficiency.
