应用DEA方法对中国2000-2012年高技术产业28个省城研发创新过程中的技术效率、技术进步以及Malmuist生产率指数情况进行比较测度,并进一步探讨创新效率的收敛问题,研究结果表明:中国高技术产业地区研发创新的技术效率整体不高且区域之间不均衡,其主要原因包括:纯技术效率较低所致;考察期内全要素生产率均呈现出增长的态势;技术效率在全国范围内存在收敛趋势,落后地区的追赶效应已逐渐显现.

By using DEA method, this paper measures 28 provincial technical efficiency in the process of research and development innovation, technical progress and Malmqnist productivity index for China~ high technology industry from 2000 to 2012, and further discusses the convergence problem of the innovation efficiency. The results show that the high technology industry of China R&D innovation of technical efficiency as a whole is not high and the imbalance between regions, the main reason is caused by the low pure technical efficiency. The inspection period total factor productivity shows a tendency of growth. Technical efficiency in the nationwide trend of convergence, backward area catch - up effect has gradually revealed. Finally emphatically to improve the efficiency of the Midwest innovation put forward targeted policy recommendations.
