2004年至2014年,中央连续下发了11个关注和解决三农问题的“一号文件”,形成了新时期加强“三农”工作的基本思路和政策体系,构成了以工促农、以城带乡的制度框架.但农民自主意识不强、自主能力不够、自主环境欠佳等问题依然存在,要将外在的激励约束内化为农民的自觉行动,必须通过优化农民自主环境、构建农民自主体系、完善农民自主途径等方式着力构建农民自主机制,这是破解“三农”问题的根本和关键.
2004年至2014年,中央連續下髮瞭11箇關註和解決三農問題的“一號文件”,形成瞭新時期加彊“三農”工作的基本思路和政策體繫,構成瞭以工促農、以城帶鄉的製度框架.但農民自主意識不彊、自主能力不夠、自主環境欠佳等問題依然存在,要將外在的激勵約束內化為農民的自覺行動,必鬚通過優化農民自主環境、構建農民自主體繫、完善農民自主途徑等方式著力構建農民自主機製,這是破解“三農”問題的根本和關鍵.
2004년지2014년,중앙련속하발료11개관주화해결삼농문제적“일호문건”,형성료신시기가강“삼농”공작적기본사로화정책체계,구성료이공촉농、이성대향적제도광가.단농민자주의식불강、자주능력불구、자주배경흠가등문제의연존재,요장외재적격려약속내화위농민적자각행동,필수통과우화농민자주배경、구건농민자주체계、완선농민자주도경등방식착력구건농민자주궤제,저시파해“삼농”문제적근본화관건.
Central government has issued 11 pay attention and ＂the No. 1 file＂ to solve the three rural problems from 2004 to 2014, and has formed the basie ideas and policy system to strengthen the ＂three rural＂ work in the new period, constitutes the institutional framework to promote agriculture through industry, in order to bring the city＇s rural. But the problem of farmer autonomy consciousness is not strong, independent ability is insufficient, independent environment still exist, and to incentive and restraint external internalized into the cotlsclous action of farmers, farmers must be through the optimization of autonomous environment, constructs the farmer autonomy system, improve farmers＂ autonomous pathway way force construction of farmer autonomy mechanism, which is the fundamental and critical erack of the ＂three rural＂ issues.
