产权转移是市场的核心,与传统的商品市场相比,社会上存在一种以捐赠为核心的权属转移,因为它主要存在于第三部门的慈善领域,所以我们称之为第三市场。它的权属转变是单向捐出的,在运作过程中需要激发的是供给而非需求。目前我国在这方面存在着慈善供给不足、监管不到位等问题。为此,需要综合运用法制建设、税收调节、理念倡导等手段优化资源配置,调动相关利益者的积极性来强化对慈善过程的监督。

The transfer of property rights is the core of the market. Compared with the traditional commodity market, there is a transfer of ownership in our society regarding donation as the core. Because it is mainly presented in the charitable field of the third sector, we call it the third market. Moreover, the third market ownership change is a one-way donation and the course of the operation is to stimulate supply rather than demand. In this respect, our country exists insufficient supply of charity, poor oversight and other issues at present. To this end, we should comprehensively use the legal system, tax regulation, the idea advocacy and other means to optimize the allocation of resources and mobilize the enthusiasm of stakeholders for strengthening the oversight of charitable process.
