我国第三部门迅速发展壮大并在社会治理中所表现出的主体地位以及所显现的作用表明，如果不有效发挥第三部门应对重大突发事件的作用以及主体性，则既不现实也不科学。而有效应对重大突发事件的关键在于重视政府与第三部门协调应对的制度设计，即纵向上以自上而下的协调应对的机构设置为基础，横向上建立一套涵盖事前、事中和事后整个过程的相互联系又相对独立的五个应对机制。
我國第三部門迅速髮展壯大併在社會治理中所錶現齣的主體地位以及所顯現的作用錶明，如果不有效髮揮第三部門應對重大突髮事件的作用以及主體性，則既不現實也不科學。而有效應對重大突髮事件的關鍵在于重視政府與第三部門協調應對的製度設計，即縱嚮上以自上而下的協調應對的機構設置為基礎，橫嚮上建立一套涵蓋事前、事中和事後整箇過程的相互聯繫又相對獨立的五箇應對機製。

The third sector to rapidly develop and become an important partner in social governance. It is impractical or unscientific to ignore the important role and functions of the third sector in response to these emergencies. To establish effective responses to major emergencies, we must look more closely at the institutional design of coordinated responses between the government and the third sector. Such design should be founded on a vertical integration of top--down organizational arrangements as well as a horizontal integration of five independent but interrelated mechanisms of emergency response systems： unity of command and management mechanism, joint planning and preparation mechanism, communication and information management mechanism, resource management mechanism and sustainable recovery management mechanism.
