文章在分析新时期我国重大工程技术创新特征的基础上，确立工程技术创新在工程级、部省级和国家级这三个层次上的目标，提出有必要对不同层次的技术创新课题进行战略选择，并归纳总结选择科研课题的原则。最后以泰州大桥的创新管理工作为例，分析上述结论在我国大型工程中的成功实践。

This paper firstly analyses the characteristics of technological innovation in mega engineering projects in China. Then it establishes objectives of technological innovation on three levels, including the project level, provincial and ministerial level, and national level. Then it sums up the principles of selecting scientific research topics. Finally, a case study of technology management in TaiZhou Bridge is presented to illustrate the successful applications of the theory.
