为了克服政府作为单一主体在提供公共体育服务方面的低效率，切实满足广大群众的公共体育服务需求，政府提倡实行购买公共体育服务。体育界的学者们一致认为，实行政府购买公共体育服务可以更好地满足公众日益增长的公共体育服务需求。运用文献资料、逻辑分析等研究方法对发达国家政府购买公共体育服务行为进行深入研究，发现其成功经验主要有购买活动的制度化、购买过程的竞争性、承接主体的独立性和科学的绩效评估体系。对我国政府购买公共体育服务的启示：运用多种措施形成政府购买公共体育服务制度化局面；培养体育非营利组织综合能力和合理增加其数量让购买过程具有竞争性；修改相关法律条文，保障承接主体的独立性；构筑科学合理的绩效评估体系。

In order to overcome the government as a single subject inefficiencies in the provision of public sports services, sports services to effectively meet the needs of the broad masses of the public, to promote the implementation of government procurement of public sports service. Scholars agree that the govern- ment purchase of public sports service is an effective way to solve the contradiction between supply and demand of public sports services. This article using lit- erature, logic analysis and other research methods to study the buying public sports service behavior of the government in the developed countries, the suc- cessful experience included competitive procurement process; undertake the independence of the body; scientific performance evaluation system. Implica- tions of China＇s government procurement of public sports services ： the use of a variety of measures to form a government purchase of public sports service insti- tutionalized situation; culture sports nonprofit organizations comprehensive capabilities and a reasonable increase in their number so that the purchase process with competitive; amend the relevant legal provisions to protect undertake the independence of the body; build a scientific and reasonable performance evaluation system.
