文章应用中国31个省市地区2006～2012年间的可再生能源政策实施情况和产业发展数据，以基于实施时间和激励强度差异的区域政策解构为手段，对中国可再生能源政策有效性进行定量评价。研究表明，中国各区域可再生能源政策存在着显著差异，这种差异主要来源于各地可再生能源禀赋、经济发展水平和环境保护因素的影响；在可再生能源政策有效性方面，费用分摊和标杆上网电价对可再生能源发电具有显著影响，其中费用分摊是目前促进可再生能源发展的最有效措施，且这一结果随时间变化显著。文章最后基于研究结论，从精细化与长效化两个方面提出了未来政策改进的意见。

This article relies on China＇s 31 provinces and cities in the implementation of the renewable energy policy and industrial development of data from 2006 to 2012, based on implementation time and intensity differences of regional policy incentives deconstruction as a means to achieve the Chinese renewable energy policy of quantitative validity evaluation. Research shows that the regional renewable energy policy has significant differences, which come mainly from the endowment of renewable energy, the level of regional economic development and the impact of environmental factors; renewable energy policy effectiveness, cost - sharing and benchmarking price have significant impact on renewable energy generation, and cost - sharing currently is one of the most effective measures to promote renewable energy development; and the results changed significantly over time. Finally, based on these findings, this article offers policy suggestions.
