教育教学工作第一线的教师党员素质建设是以海洋大学为特色的蓝色大学人才培养的关键所在,它是党建与人才培养有效契合的依托。大连海洋大学在培养创新蓝色人才型教师党员素质方面进行了以下探索和实践：学校党委发挥政治核心和保证监督作用,各二级学院与机关党总支建立教师职业素养与教学、科研、管理、服务等相对应的组织设置模式,改进和创新党支部的工作与活动方式,以及以开展学习型创新型教师党员队伍建设作为根本抓手。

The quality construction of party members teachers who are on the first-line of education and teaching is the key to talents training in blue university.
