科技人员作为职务科技成果的创造者,拥有转化职务科技成果的知识优势,理应参与并主导职务科技成果转化。职务科技成果由科技人员的隐性知识和以知识产权为表征的显性知识两部分组成。目前,我国国有科研事业单位主导的职务科技成果转化机制,缺少科技人员参与以及对职务科技成果隐性知识的关注,不利于科技成果转化。从公共政策角度,分析了科技人员参与并主导职务科技成果转化机制的障碍,提出了突破机制障碍的策略,构建了由科技人员主导的职务科技成果转化机制。

As the creator of the employee‐developed technology ,the scientific and technical personnel have the unparalleled advantage of knowledge to participate and dominate the transformation of the employee‐developed technology .The paper points out that the employee‐developed technology is make up of tacit know ledge ,w hich hidden in the scientific and techni‐cal personnel ,and the explicit knowledge ,which characterized by the intellectual property rights .Currently ,the transfor‐mation of scientific and technological achievements of our country is dominated by our state‐ow ned scientific research insti‐tutions ,which pattern without the tacit knowledge in the scientific and technical personnel ,it's not conductive to transform the scientific and technological achievements .In this paper ,w e have analysed the institutional hurdles that block the scien‐tific and technical personnel dominate the transformation of the employee‐developed technology from the points of public policy .We have put forward the strategy to break through the institutional barriers ,and build the mechanism for scientific and technical personnel to dominate the transform of the employee‐developed technology .
