20世纪80年代中期,为适应国际科技和经济、特别是高新技术的发展态势,我国高新技术产业开发区（简称“高新区”）快速发展,国务院先后批建了114家国家高新区。2008年国际金融危机爆发之后,我国高新区发展呈现出多样化、多元化的模式特征。国际上类似的科技和产业园区最早可以追溯到上世纪五十年代,其发展理论和实践比较完善。面对创新驱动发展战略的新形势,对我国高新区发展过程进行全面科学地探究和评估,可以为我国高新区发展战略和政策制度的制定、执行提供新的思路和决策依据,能对我国高新区发展起到一定的积极推动作用。

Since the mid- eighties of last century,high- tech industrial development zones have developed rapidly in China,in order to adapt the international technological and economic development,114 China National High- tech Industrial Zones are established in batches by the Central People＇s Government. Since the international financial crisis took place in 2008,the development pattern of the high- tech industrial zones in China have become diversified and pluralistic. However,similar international technological zones can be traced back to the 1950＇s,their theoretical and practical researches in this field are bettar. Face the new situation of innovation driven development strategy,it is useful to do the whole scientific research on development path of theory,evaluation and choice of China＇s high- tech industrial zones,which can provide new ideas and decision basis for making and implementing the development strategy and policies on high- tech industrial zones,actively promote the development of China＇s high- tech industrial zones.
