通过对浙江、河北、四川3省15个县市的农村教师发展现状进行问卷和访谈调查,发现农村教师目前生存保障条件不足,尤其是经济压力较大、住房困难突出;农村教师工作投入,业务工作自我感觉良好,但教学任务繁重、学科结构不均衡等情况明显;农村教师在专业培训方面形式不够多样、时间不够充分。教师们对政府尤其是地方政府出台与落实相关政策的期望较高。基于此,提出如下促进农村教师良性发展的政策建议:在保障性政策方面,完善农村任教津贴与奖教津贴制度、建立专业奖励性制度等,以保障教师安心在农村任教;在发展性政策方面,完善流动制度与退出补充机制,优化队伍结构,并且通过制定专项计划、引导高校定向支持培养、建立自我成长的战略机制等,促进农村教师队伍整体发展。

This research investigated rural teachers'development from Zhejiang, Hebei, Sichuan Province, 15 counties through questionnaires and interviews, and found that there is no enough guarantee in the survival condition of rural teachers, especially the economic pressure, housing difficulties. Rural teachers take job involvement and feel good, but the heavy task of teaching and the imbalance of subject structure significantly exist. There is no enough time and diversity for rural teachers of professional training. The teachers have especially the high expectations of the government to implement the relevant policies. Based on this, this paper put forward to promote rural teachers' development policy. In order to ensure rural school teachers having the peace of mind, it should improve the rural teacher allowance system and set up professional award in the security policy. In order to promote the overall development of rural teachers, it should improve flow system and exit mechanism, optimize the staff structure, and obtain support training and orientation from the university through the establishment of special plan and strategic mechanism of self growth in the development of policies.
