世界各国代议机构的制度发展路径各不相同。相应地，当前学界在此领域内开展的国别及比较研究缺乏一个宏观概括性的理论视角或模型。代议机构是现代代议民主制度的最直接制度体现，作为代议民主核心内涵的选民与代表间“授权-责任”关系则是其制度合法性的来源。依据这一关系构建出的代议机构制度发展模型强调代议机构制度发展以健全“授权-责任”关系为目的。健全的“授权-责任”关系将为代议机构履行相关职能提供充分的合法性支持。反之，制度缺陷会导致代议机构不能为其所行使的权力寻找到足够的合法性来源，并由此形成代议机构发展和改革的压力和动力。

The legislatures are ubiquitous, while the patterns of their developments vary remarkably A macro-level perspective or model of the legislative development is thus in need of the scholars of legislative studies at both country-specific and comparative basis. Norms of modern representative democracy are directly institutionalised and practiced by the legislatures that are, reciprocally, legitimised by its core characteristic, namely the ＂authorisation-accountability＂ relation. The model for legislative development that is developed from such relation highlights that the legislative institutions are reformed with the purpose of strengthening the ＂authorisation-accountability＂ relation. The legislatures with their institutions properly institutionalising such relation have their political power legitimised; otherwise, legitimacy crisis and demands for reform may be witnessed.
