伪满时期，日本在东北沦陷前的卫生组织与机构的基础上，建立了系统的公医制度与防疫组织，并随着侵略的不断扩大，相继建立了有组织的、庞大的卫生殖民机构，如医药大学与研究机构、伪“满铁”路医院及其附属组织等。这些卫生殖民组织与机构直接参与或者服务于日伪的殖民侵略活动，为日本殖民统治和侵略战争提供了便利条件。
偽滿時期，日本在東北淪陷前的衛生組織與機構的基礎上，建立瞭繫統的公醫製度與防疫組織，併隨著侵略的不斷擴大，相繼建立瞭有組織的、龐大的衛生殖民機構，如醫藥大學與研究機構、偽“滿鐵”路醫院及其附屬組織等。這些衛生殖民組織與機構直接參與或者服務于日偽的殖民侵略活動，為日本殖民統治和侵略戰爭提供瞭便利條件。
위만시기，일본재동북륜함전적위생조직여궤구적기출상，건립료계통적공의제도여방역조직，병수착침략적불단확대，상계건립료유조직적、방대적위생식민궤구，여의약대학여연구궤구、위“만철”로의원급기부속조직등。저사위생식민조직여궤구직접삼여혹자복무우일위적식민침략활동，위일본식민통치화침략전쟁제공료편리조건。
In Japan Manchukuo period, On the basis of the WHO and institutions before northeast of China fall, it establishes a systematic public medical and epidemic prevention system of organizations. With the growing aggression, it has established an organized, massive health colonial institutions, such as the pharmaceutical universities and research institutions, Manchukuo Railway Hospital and its affiliated organizations. These health organizations and institutions directly involve in colonial or colonial service in aggression of Puppet government, colonial rule, which provide convenient conditions for aggression.
