强化高校内部质量保障体系建设是我国高等教育发展的内在要求。现实中我国高校内部质量保障体系存在建设理念层面的缺位、错位以及具体行为层面的失位的弊端。虽然欧美高校内部教学质量保障体系起源于大学自治传统,但从发展态势上看其国家、区域和高校三个层次的质量保障体系值得借鉴。我国高校内部教学质量保障体系应当面向体系健全、特色突出两个方面进行建构。

Strengthening the construction of universities’ interior quality assurance system is an inherent requirement of the development of higher education.In reality,there exist many problems with the system in China such as lack of construction concepts and misconduct in the specific behavior.Although the interior quality assurance systems of European and American universities originated from the traditional university autonomy,there is still much to be learned from their systems at the national,regional and institutional levels.And a sound system with distinctive features should be the aim of the construction of Chinese universities’ interior quality assurance system.
