基于协同学理论,运用哈肯模型,建立了能源-经济-环境(energy—economy—environment,3E)系统的演化方程,并以中国的30个省份为样本,分别对我国3E系统在2000-2005年和2005-2010年两个阶段的演化机制进行了实证分析,结果表明能源效率是3E系统演化的序参量,深刻影响着大气污染物排放强度的降低,是决定3E系统可持续发展与否的关键因素,在演化过程中能源效率的提高与污染物排放强度的降低之间还未形成协同效应,说明我国节能和减排还未形成相互促进的良性互动机制,节能减排工作中,除了关注经济效率指标外,更应关注环境效率指标,特别是能源消耗的环境效率指标。

Based on the synergetic theory, this paper constructed the evolutionary dynamic equation of energy-economy- environmental system (3Es) according to the Haken Model. Then the equation was adopted to disclose the evolutionary mechanism of 3Es in the period of 2000-2005 and 2005-2010 respectively with 30 parts of China as samples. The results indicated that the energy efficiency is the order parameter and a profound impact on reducing air pollutant emissions intensity, also the critical factor to the sustainable development of 3Es, There is no benign synergistic effect between the increase of energy efficiency and reduction of pollution intensity, which also means that the mutual reinforce mechanism between energy-saving and pollution-reducing has not formed emission cutting policy should not only focus on the economic attention to environmental efficiency of energy consumption.
