以信息技术产业作为战略性新兴产业的代表,围绕政府补助与企业创新这一基本问题进行探讨,并创造性地研究了政府补助对企业创新效率的具体影响。研究发现,政府补助对刺激企业创新活动具有明显作用,并能显著提高企业创新产出和创新效率。国有企业较非国有企业更愿意进行R＆D活动,也提供了更多创新产出,但政府补助并没有对企业经营效率产生显著影响。企业所有权性质对企业创新和经营效率均不具有显著影响。

The thesis made information technology industry as a representation for strategic emerging industry, and it dis- cussed a basic problem of government subsidies and enterprise innovation. Then, it creatively studied a specific impact of government subsidies on enterprise innovation efficiency. It turned out that, government subsidies have a significant effect on stimulating enterprise innovation activities, and it can significantly improve the innovation output and enterprises effi- ciency. State-owned enterprises prefer to having research and development activities than non-state-owned enterprises. Thus, state-owned enterprises can get more innovation output. But on the other hand, government subsidies have no sig- nificant impact on business management efficiency. And enterprise ownership has no significant effect on the enterprise in- novation and management efficiency.
