以台湾地区为例研究老龄化对社会医疗保障的影响,发现45岁以上人口医疗费用不断增长.台湾地区实施全民健康保险,具有社会医疗保险市场化程度高;医疗机构和医务人员数量增长迅速;个人承担医疗费用低,医保向低收入者、重大疾病患者倾斜等特点.大陆可以学习台湾地区经验,加大社会管理精细化,促进社会公平;发展私营医疗机构;提高社会医疗保险市场化、信息化程度.

Taking Taiwan as an example, the paper studied the effects that population aging has played on social medical insurance. The findings are： with the population ageing, the medical expenses of people over 45 years old kept rising, but Taiwan＇s health insurance thereupon kept improving; medical institutions and medical personnel increased rapidly; social medical insurance were highly information- alized and marketed; medical policies were favored to low - income people and patients with serious diseases, etc. Mainland China is to learn from Taiwan＇s experience of medical insurance evolution, and to perfect the social management; private medical institutions should be encouraged in the mainland, and fair competition in the medical institutions here should be promoted; social medical insurance should be highly informationed and marketed in order to deal with the ageing impact on the health insurance.
