在国际碳交易中,中国缺乏核证减排量（CER）的定价权,主要由于国内企业的议价能力较弱、碳交易项目类型过于单一、碳交易项目受制于欧美发达国家对CER的需求、国内碳金融产品和服务滞后。因此,中国应当采取在国际碳交易定价中的积极应对策略,建立全国统一的碳排放交易市场,确立自愿减排和配额相结合的交易机制,发展碳金融衍生品及其服务,战略性储备碳排放权资源。

In the international carbon trading,China lacks the pricing right of CER,due to the weak bargaining ability of domestic enterprises,the simplex of carbon trading type,the subjection of carbon trading project to demand for CER of the European and American developed countries,and the lagging of domestic carbon financial products and services. Therefore, positive coping strategies should be adopted in international carbon trade pricing to set up a unified national carbon trading market and establish the trading mechanism combining voluntary emission reduction and quota. In addition,China should develop carbon financial derivatives and services and reserve carbon emission rights resources to ensure more pricing right of CER.
