在从事公共事务的管理和政治活动中,现代国家逐渐形成了日益复杂的治理结构和制度体系,政府治理体系的内涵和形式得到了新的诠释和延展。民主与法治作为政府治理体系现代化的权源价值和目标保障,为我国从计划经济向社会主义市场经济转型背景下的政府治理文明提供了基本方式和路径选择。新形势下的政府治理体系改革需要形成法治政府、市场经济、社会三者相互约束和支撑的合作治理框架,以政府的职能转变为中心,推进国家治理体系和治理能力的现代化。
