产业价值链同时包含产业链和价值增值两个因素，有助于寻找与探索产业价值提升路径和策略。从软件生命周期、软件产品与服务、企业业务特征3个视角构建了软件服务外包产业价值链，针对武汉市产业发展现状和存在的问题，提出现阶段武汉软件服务外包产业应走一条“以技术升级和能力升级为主，创新研发与全球运营并重，产品升级与服务升级并重”的价值提升路径，并从区位优势、产业转移、在岸外包、龙头企业、创新发展5个方面提出产业价值提升的对策和建议。

Industry value chain includes two factors of the industrial chain and the value added at the same time, helps us find and explore the path and strategy of industry value upgrade. We build the software and service outsourcing industry value chain from three perspectives of the software life cycle, software products and services and enterprise business char‐acteristics. In view of the present situation and the existed question of Wuhan industry development, put forward a sug‐gestion that at present stage Wuhan software and service outsourcing industry must go a path of upgrade industries, that is ＂to upgrade technology and capability is given priority to, innovation development and global operations, product upgra‐ding and service upgrading pay equal attention to＂. We put forward the corresponding countermeasures and suggestions for industry value enhancement from five aspects of location advantage, industrial transfer, onshore outsourcing, leading en‐terprise, innovation and development.
