中国社会组织人力资源管理无法提供面对“公民社会”工作的人力资源管理的制度性激励，社会组织在人力资源配置上不具适应性和弹性，造成普遍的人力资源管理困境。论文基于宏观数据和微观数据，对中国社会组织人力资源管理的现实困境与制度策略进行分析后发现，中国社会组织人力资源管理的宏观现实困境表现为制度供给不足和理念碎片化，微观现实困境表现为认知偏差、职业发展狭窄和运行障碍，因此提出基于价值观的社会组织人力资源管理运行框架，认为在宏观制度策略上要加强长短期制度供给、中观制度策略上要关注行业自律和治理结构、微观制度策略上要解决人力资源管理框架平稳运行的制度性激励问题，以契合社会组织公益性人力资源的性质和特征。

The human resource management of the social organization cannot provide institutional incentive for ＇civil society＇. The dilemma of human resource management is caused by the un-adaptable and un-flexible of social organization＇s human resource allocation. Based on macro and micro data, the thesis analyzes the realistic dilemma and the institutional strategy, and finds that the macro realistic dilemma takes the form of the culture and value system lack caused by the insufficient of system and value, and micro realistic dilemma takes the form of value cognition deviation, narrowed career development route and so on. Therefore, it provides a human resource management framework for the social organization based on value system. The thesis considers that the long term and short term system supply should be enhanced from the perspective of macro institutional strategy, the self--regulation and governance structure should be more concerned from the middle view, and the problem about the system incentive for the stable operation of human resource management framework should be solved for matching the nature and characteristics of human resource of the social organization.
