The boundary between compensation and resettlement institutions of land expropriation in China is fuzzy, which leads to frequent land expropriation disputes and hinders the institutional reformation. The relationship of compensation and resettlement ean be divided into three stages, the equal stage, the compensation-priority stage, and the resettlement-priority stage. The differences between compensation and resettlement institutions lay in the basic theory, the purpose, the principle, the subject and object, the form, the reference standard, and the dispute mediation. Three policy inspirations include: the legislation of land expropriation law which should distinguish the two institutions clearly, the re-adjustment of implement subject, and the promotion of the sustainability of land expropriation resettlement.
