我国经济正在步入增长减速、结构优化和创新驱动的“新常态”下，作为西部内陆地区四川省的经济发展将会呈现新特征。本文首先梳理目前国内学术界关于“新常态”研究的主要观点，并结合四川省“十三五”经济发展阶段的特点，归纳出“新常态”下四川省经济发展的八个新特征，提出四个方面深化改革的方向，即优化所有制结构改革以构建增长的微观基础，完善市场体系以建立公平的准入制度。转变政府职能以创造宽松的政策条件，深化统筹城乡综合配套改革以平衡城乡区域发展。

The economy of our country has entered into a ＂new normal＂ with a decreasing speed of develop- ment, structural adjustment and an innovation- driven developing model. The economy of Sichuan province, which is a inland city in western China, will also deliver a some new features. This paper firstly teases out the main views about ＂new normal＂ in the academic field at home, generalizes eight new features of Sichuan＇s e- conomy under the ＂ new normal＂, considering its characters of economic development during the ＂13th Five Year Plan＂. And then it puts forward the deepen reform in four directions, which are to optimize the ownership structure to lay the micro base for development, to optimize the market system to build fair access rules, to change government＇ s function to create easing policy conditions and to deepen the city and countryside synthesis coordinated reform to balance the regional development of urban and rural areas.
