旅游业与信息产业的不断融合，催生了“智慧旅游”。智慧旅游公共服务的理论研究目前尚处于萌芽阶段。智慧旅游的特点在于智慧，强调主动感知和数据的积累，其公共服务的内涵、服务的内容、供给关系、供给模式等都与传统的旅游公共服务有着较大的差别。本文的价值在于从“数据流动”的视角对智慧旅游公共服务的概念和基本理论进行了探讨，希望能为智慧旅游公共服务平台的建设提供有益的参考。

The combination of tourism and information industry brings about smart tourism. The theo-retical research of smart tourism is still in an embryonic stage. Smart, as the major feature, emphasizes the active perception and data accumulation. The public service of smart tourism distinguishes itself from traditional tourism service in connotation, content, as well as relationship and mode of supply. This paper discusses the conception and basic theories of public service of smart tourism from the perspective of data flow, and aims to provide the construction of public service platform of smart tourism with beneficial ref-erence.
