意识形态的实质是一种价值观,执政党的意识形态必然成为国家意识形态、国家意志,其功能应由社会动员能力和凝聚力体现并进一步延伸为社会的治理能力。执政党意识形态的凝聚力或政府的合法性、公信力被认同为现代社会政府治理的基础。一旦民众失去了对执政党的意识形态的信仰、失去了对政府的信任,就会产生不服从意识,使政府不能有效行政。道德是意识形态的核心,意识形态作为价值观体现的是道德原则。中国共产党和中国政府的意识形态、执政理念一开始就建立在道德的制高点上,解决中国社会出现的政府信任问题,最重要的是让政府的行政重新站上道德高地。

The essence of ideology is a kind of value. The ideology of the ruling party must be national ideology and the state will. Its function should be reflected by the social mobilization ability and cohesive force and further extended the governance ability of the society. The cohesion of the ruling ideology or the legitimacy and the credibility of the government is identified as the foundation of modern social governance. Once people lose confidence in the ideology of the ruling party and the trust in government, it will result in disobeying consciousness and the government cannot administrate effectively. Morality is the core of the ideology. As values, ideology reflects the moral principles. The ideology and the ruling idea of the Communist Party of China and the Chinese government were based on the high moral ground at the beginning. For solving the problem of Chinese social breakdown of trust in government, it is the most important to make the government＇s administration back on the moral heights. China＇s government trust problem has its particularity. It determines the Party Central Committee and the central government have the initiative to make the government＇s administration back to moral heights and win the people＇s trust.
