2012年教育部《国家教育事业发展第十二个五年规划》中明确提出把促进公平作为国家基本教育政策;合理配置教师资源,探索民族地区、经济欠发达地区的义务教育均衡发展模式等,为推进民族地区基础教育均衡发展的研究和实践提供了极好的机遇。国内对于基础教育均衡发展问题的研究由来已久,众多学者从教育均衡发展的内涵和标准、民族地区基础教育均衡发展现状、基础教育师资非均衡问题及原因等方面都进行了大量研究。文章梳理了国内学者的相关研究,分析了在研究对象、研究内容和研究方法等方面对西藏基础教育研究的启示,并提出西藏现实问题的研究思路。

In 2012, Ministry of Education articulated that the promotion of fairness in basic education is a na-tional policy, which provides a favorable condition for people to research and promote the balanced developmentof basic education in ethnic areas. The researches on the balanced development of basic education has been donefor some time in China by many scholars in the aspects of the content and standards of the balanced developmentof education, the status of the basic education in the minority ethnic areas as well as the teachers for basic educa-tion. This article discusses the inspiration of the researches done in inland China to the research of Tibet＇s basiceducation.
