文章通过对中国城市建成区面积增长和城镇人口增长情况的分析,发现当前中国的人口城镇化明显滞后于土地城镇化。基于对推动人口城镇化与土地城镇化不协调发展的影响因素的理论分析,利用2000—2012年的省级面板数据验证了财政分权、土地财政、商品房价格上涨和政绩考核是推动人口城镇化滞后于土地城镇化的主要因素。文章建议政府应从土地征用制度和地方税制改革两个方面来改善人口城镇化滞后于土地城镇化的问题。

By analyzing the situation of China＇s urban area＇s growth and population growth, we found that China＇s population urbanization is obviously lags behind land urbanization. Based on theoretical analysis on the factor that promote the unbalanced development of population urbanization and land urbanization, we verified that fiscal decentralization, land finance, rise of the house price and government performance evaluation are the main reasons which caused population urbanization＇s lagging behind. Therefore, we suggest the government should improve this situation by reforming the land requisition system and the local tax system.
