在转基因技术争议的社会背景之下,对于既蕴含巨大能力又潜存诸多风险的纳米技术,欧美各国在其发展伊始,就启动了相关的伦理和社会研究,开展了大量公众参与实践。由此,伦理考量在纳米技术发展过程中呈现出鲜明的"上游参与"倾向,不再仅仅扮演事后评判的角色,而嵌入了技术的实际发展过程,发挥了更加积极的角色。
在轉基因技術爭議的社會揹景之下,對于既蘊含巨大能力又潛存諸多風險的納米技術,歐美各國在其髮展伊始,就啟動瞭相關的倫理和社會研究,開展瞭大量公衆參與實踐。由此,倫理攷量在納米技術髮展過程中呈現齣鮮明的"上遊參與"傾嚮,不再僅僅扮縯事後評判的角色,而嵌入瞭技術的實際髮展過程,髮揮瞭更加積極的角色。

Under the shadow of GMO controversy, Europe and USA have initiated relevant ELSI research and many public engagement practices from the outset of the development of nanotechnolo- gy, since nanotechnology is a kind of powerful and potentially risky emerging technology. Hence, ethical concerns have revealed an "upstream engagement" tendency in the development of nanotech- nology. It is no longer only playing as the judge afterwards, but embedded in the actual technology development , playing a much more active role.
