针对当前食品加工企业由供应链环境风险传导的恶性质量安全事件频发现状,从供应链风险发生机理和供应链节点企业关键环节进行深入分析,提出相应有效的质量安全风险控制方法。首先,从供应链需求变异放大原理和牛鞭效应,对食品加工企业质量安全风险进行供应链机理分析,并首次提出供应链环境下的质量安全风险变异放大和长鞭效应;其次,有序对供应链节点企业,即供应商、制造商、分销商和零售商影响食品加工企业质量安全的关键环节进行探讨;最后,提出建立以食品加工企业为核心的供应链管理模式、信息平台、逆向追溯系统和质量安全控制体系的解决方案。通过在食品加工企业供应链管理中全面启用EAN.UCC系统和RFID应用系统,建立食品加工企业供应链质量安全控制体系,从系统上规避和减少食品加工企业质量安全事件的发生。

In view of vicious incidents in the quality and safety of the current food processing enterprises caused from the environmental risk conduction of supply chain, this paper puts forward effective risk control methods of quality and safety based on the analysis of the supply chain risk mechanism and enterprises in the supply chain. First of all, it analyses the mechanism of quality safety risk in the supply chain of food processing enterprises from the principle of supply chain demand variation and amplification and the bullwhip effect, and puts forward the quality safety risk variation and amplification and the bull- whip effect under the environment of supply chain for the first time; second, it discusses the enterprises of supply chain including suppliers, manufacturers, distributors and retailers which are the key factors affecting the safety of food quality; finally, the paper proposes the solutions of building the supply chain management model, information platform, the reverse traceability system and the quality and safety control system for food process enterprises. Through comprehensive EAN. UCC system and RFID application system in the supply chain management of food processing enterprises and quality and safety control system, it will avoid and reduce security incidents of food processing enterprises from the system.
