目前,我国战略性新兴产业的发展陷入了“高端产业、低端制造”的困境。虽然头顶高端产业的名头,但在全球产业链中却被低端锁定,因此选择合适的产业培育模式与发展路径,对于促进战略性新兴产业高端化发展至关重要。战略性新兴产业的培育存在着政府主导型、市场主导型及民间主导型三种基础模式,要加快战略性新兴产业高端化发展进程,还可以采用产业技术路线图牵引的产业自主创新驱动模式、模块化创新驱动模式、产业技术创新战略联盟培育模式、加速器培育模式等几种特殊培育模式,还可以通过加强产业管理体制改革、加大金融支持力度、增强企业自主创新能力、大力进行商业模式创新等途径来推进战略性新兴产业向高端化发展。

At present, the development of strategic emerging industries in China has fallen in a plight of high - end industries and in- ferior manufacture. It is true that they are in high - end industry, but they are at the low end of the global industry chain. That is why it is important to choose a suitable industry cultivation model and a development road for high- end develop- ment of strategic emerging industries. The cultivation of strategic emerging industry comprises three basic models led by government, by market and by non- governmental companies. To facilitate high- end development of strategic emerging industries, some special cultivation models can be employed, including industry self- innovation drive model driven by in- dustry technology roadmap, modularization innovation drive model, industry technology innovation strategic alliance cultiva- tion model and accelerator cultivation model. In the meantime, efforts should be put in industry management system re- form, financial support, enterprises＇ innovation capacity, business model innovation, in order to push ahead the high end development of strategic emerging industries.
