在当前的城乡基层治理过程中，社区组织的功能定位和组织关系是制约基层治理绩效的关键性因素。在我国台湾地区的社区治理过程中，社区的各种组织之间形成了不同类型的互动关系，这种基治理模式就是“竞合式治理”模式。在台湾地区的社区范围内，各种组织之间的良性互动，在增强地方政府相关政策的执行效果和强化政府基础性权力的同时，最大限度地促进了社区中的社会组织的快速成长和社会自治空间的迅速扩展。这对我国大陆的城乡基层社区建设有很大的启示作用，值得我们借鉴。

In the process of the current urban and rural grass-roots governance, the function, orientation and their organizational relationship are the key factors concerning the efficacy of the grass-roots governance. In Taiwan there is a so-called competing cooperative governance by which the organizations interact with one and another within the communities. The interaction among the groups not only enhance＇ s the effect of the implementation of the local government policy and strengthen＇ s the government＇s basic power, but also promote＇ s the community social organizations to grow fast and make social autonomy space to expand rapidly. Besides, it provides valuable enlightenment and reference for urban and rural grassroots community construction in the mainland.
