飞地式合作是指发达地区输出技术和项目,欠发达地区提供土地进行开发;或是经济欠发达地区把引进的项目安排在经济发达地区来运作的合作模式。它以地方政府经济事务管辖权的让渡为特征,可以突破行政区划的限制,缓解环境保护与经济发展之间的矛盾。民族地区可采取的合作模式有＂外飞地式合作＂和＂内飞地式合作＂,前者适用于生态条件脆弱、开发成本大的地区;后者适用于地理区位和经济基础相对较好的地区。为鼓励民族地区开展飞地式合作,需要加强顶层制度设计。

Enclave cooperation refers to the cooperation pattern,in which the developed area inputs technologies and programs into the underdeveloped area,which provides the land for exploitation. The pattern is characterised by demisability of the economic sovereignty of local government,which can break through the restriction of administrative division and reduce the contradiction between environment protection and economic development. There are two distinguished cooperation patterns as＂outward enclave cooperation＂and＂inward enclave cooperation＂for minority areas,between which the former one is applicable to the area where has a fragile ecology and high cost for development,and the latter one is suitable for the area where has a comparatively better location and economic base. In order to encourage the minority areas to conduct enclave cooperation,the top-level design needs to be enforced.
