“职责同构”的中央和地方关系是基于两个方面的基础:一是我国是单一制国家,二是计划经济体制的需要。现在我们要让市场在资源配置中起决定性作用,这就意味着实行“职责同构”的部分基础发生了变化。为了适应这个变化,地方政府需要进行“职责异构”的改革。现在改革中的主要困难是“人治”意识和相关法律不健全;各级政府职责权限划分困难;机构优化与人员安置困难;改革需要顶层设计等。推进地方政府机构改革职能转变,需要提高对“职责异构”改革趋势的认识;深化审批制度改革;加强地方政府管理服务职能;进一步理顺部门间的职能关系;协调党政机构改革力度。

"Isomorphic responsibility", the relationship between the central and local government are based on two basic aspects. First, China is a unitary state, the second is the need of the planned economy system. In aims of making the market play a decisive role in the allocation of resources means that part of the basis of the implementation of "isomorphic responsibility" changes. In order to adapt to this change, the reform of "heterogeneous duties" is in need. Now the local government reform has some major difficulties in the "rule of man" conscious and imperfect relevant laws, difficulties in division of authority at all levels of governments' responsibilities, local governments' and departments' interests, problems in optimization of agencies and personnel arrangement, the top-level design of the reform. The following are needed to advance the reform and transformation of local governments' functions and institutions: to improve the "heterogeneous duties "reform, to increase the reform of examination and approval system, to strengthen local governments' management service functions, to smooth the functional relationship among the departments, to coordinate reform efforts between the party and the government institutions.
