科学发展是高等教育理论与实践领域始终探索的重大问题。推进省域高等教育科学发展,须正确认识其基本内涵,并结合省域高等教育的基本特征,采用系统工程的方法有效分析其结构、功能和运行机制之间的动态关系,用统筹兼顾的方法处理好与国家宏观战略的关系、与经济社会发展的关系、多元价值取向间的关系、小区域与大区域的关系以及现实与未来的关系。

Scientific development is a major issue explored in the theory and practice field of higher education. To promote the scientific development of provincial higher education, we should recognize its basic connotation, combine with the basic characteristics of provincial higher education, use the system engineering method to analyze the dynamic relationship between its structure, function and operating mechanism, use the overall planning method to deal with the relationship with the national macro strategy, the economic and social development, and the multiple value orientation, as well as the relationship between the small area and the large area, the reality and the future.
