国内外对以发展结果为导向的公共项目绩效评价研究尚处于起步阶段。依据发展结果导向的公共项目绩效管理的设计与监测框架,运用模糊神经网络的算法,以原因、方法、方案、投入、活动等作为神经网络的输入,以项目的目标、成效、影响、结果、产出为输出,构建公共项目绩效评价模型,可以为公共项目绩效评价提供理论指导。
國內外對以髮展結果為導嚮的公共項目績效評價研究尚處于起步階段。依據髮展結果導嚮的公共項目績效管理的設計與鑑測框架,運用模糊神經網絡的算法,以原因、方法、方案、投入、活動等作為神經網絡的輸入,以項目的目標、成效、影響、結果、產齣為輸齣,構建公共項目績效評價模型,可以為公共項目績效評價提供理論指導。

The development-results-oriented performance evaluation research for public project at home and abroad is still in its infancy. In accordance with the designing and monitoring framework of public project performance management with the orientation of development results and on the basis of fuzzy neural network theoretical model, this paper attempts to construct performance evaluation model for public projects with reason, method, program, investment, activity as neural network input and the goals of the project, effectiveness, impact, outcome, yielding as output, thus providing theoretical guidance for the performance evaluation of public projects.
