产业链纵向结构特性对于创新扶持政策的效应具有关键影响，应成为政策制定的重要依据。本文基于中国汽车产业发展的现实背景，构建博弈模型分析内资与外资厂商的纵向关系及其横向竞争对上游厂商创新策略的影响。研究发现，下游内资与外资厂商之间技术差距的缩小，会迫使上游内资厂商进行创新或接受价格压榨；政府对上游内资企业的保护性政策会降低内资厂商的创新激励，而政府对研发的直接补贴则能强化上游内资厂商的创新激励。
產業鏈縱嚮結構特性對于創新扶持政策的效應具有關鍵影響，應成為政策製定的重要依據。本文基于中國汽車產業髮展的現實揹景，構建博弈模型分析內資與外資廠商的縱嚮關繫及其橫嚮競爭對上遊廠商創新策略的影響。研究髮現，下遊內資與外資廠商之間技術差距的縮小，會迫使上遊內資廠商進行創新或接受價格壓榨；政府對上遊內資企業的保護性政策會降低內資廠商的創新激勵，而政府對研髮的直接補貼則能彊化上遊內資廠商的創新激勵。

Based on the reality of the development of automobile industry chain in China,this article builds a game model to analyze the impact of the competition between the upstream and downstream firms on the innovation strategy of upstream enterprises.It can be found that,the narrowing of the technology gap between the lower national brand automobile enterprises and the joint venture brand automobile enterprises will force the upper national enterprises to innovate or accept price squeezing.And the protective policies of government based on the output will reduce the incentives for innovation of national enterprises.Therefore,government can improve the competitiveness of the industry chain and the incentives for innovation of national enterprises by R＆D subsidy.
