湖南省的绿色建筑发展在全国范围内是滞后的,其绿色建筑发展不足的原因是多方面的,主要是政府在引导过程中不注意其经济外部性特征,没有形成与绿色建筑发展相适应的激励机制。湖南省绿色建筑发展有三种途径,经分析只有“政府引导、利用市场力量推动实现途径”是当前最现实的途径,能够以较少的财政资金进行激励和引导,达到榜样效果,再调整现有的激励机制,达到快速发展绿色建筑的目的。

The development of green building in Hunan Province is lagging behind in the whole country, and it has many reasons for its insufficient development in green building. But the main reason is that the government does not pay much attention to its economic externality characteristics during the introducing process and has not formed the incentive mechanism to adapt to the development of green building. There are three ways of green building development in Hunan Province. Through the analysis, the path of ＂the government guidance and using the market forces to promote＂ is the most practical way at present. It can inspire and guide with less financial capital and achieve the example effect, and then it can adjust the existed incentive mechanism to achieve the purpose of rapid development of green building.
