科学合理地测度我国不同区域碳排放绩效及实证分析影响碳排放绩效的各个因素对于推动经济可持续发展具有重要意义。文章首先应用DEA—Malmquist指数对2005~2011年全国30个省(市)的工业碳排放绩效进行测算,然后采用空间自相关检验和空间散点图分析碳排放绩效的空间集群状况,最后建立空间滞后模型和空间误差模型对工业碳排放绩效的影响因素进行研究。研究发现:第一,我国碳排放绩效水平总体呈现上升态势,但三大区域之间存在较大差异,东部绩效最高,中部次之,西部再次之,其差异主要来自技术进步的差距;第二,我国碳排放绩效存在显著的空间相关性,具有高水平区域集中,低水平区域聚集的特点;第三,经济发展、对外开放、要素禀赋对碳排放绩效具有正向冲击,能源结构、产业结构对碳排放绩效的影响不稳定,不同影响因素的作用效果在东、中、西部之间存在显著差异。

Scientifically measuring the regional carbon emissions performance and making an empirical analysis of the factors that affect the performance of carbon enssions is important to promoting industry low - carbon transformation and economic sustainable development. Firstly, the paper estimates the industrial carbon emissions performance of 30 provinces (cities) in China from 2005 to 2011 through the DEA -Malmquist index. And then it uses the spatial autocorrelation test and scatter diagram to analyze the spatial clustering situation of carbon emissions performance. Finally, the paper studies factors of the industrial emissions performance by establishing a spatial lag model and a spatial error model. The main conclusions are: First, China's carbon emission performance presents an upward trend, but there is a big difference between three regions, with the eastern region has the best performance, followed by the central region, and then the west. The difference mainly comes from the gap between technological progresses. Second, China's carbon emissions performance has significant spatial interdependence which is featured by concentration in high - level regions and aggregation in low - level regions. Finally, economic development, opening up and the endowment has a positive effect on carbon e-missions performance, energy structure and industrial structure affected by time and space effects, the impacts on carbon emissions performance are instability, the effects of different factors in the east, central and the west are different.
