To deepen the reform of ecological civilization system centering on building a beautiful China and to pro- mote the forming of a new pattern of modernization featured by the harmonious development of Human and Nature, we should, adhering to the ideal of the great rejuvenation of the Chinese Nation, achieve the three objectives of leaving the market to play a decisive role in the allocation of resources, optimizing the overall ＂five-in-one＂ layout, and promoting the modernization of state governing system and administrative capability. We should take comprehensively deepening re- forms as the driving force and find the answers to the two questions of what is the driving force of reforms and what is the pivot of reforms. We should adhere to the guidance of the scientific outlook on development, which is a great finding in the theoretical innovation on the problem of development by our Party. In implementing the scientific outlook on development, we should stick to the ＂people-oriented＂ idea and meet the requirement of better and quicker development.
