清代西方水利专家来华，较为局限于水文测量、水利调查活动，并有控制河口港务的殖民行为；民国初期，随着中国水利人才的成长及水利机构的建设，西方水利专家在华工作渐收实效；南京国民政府时期，中国水利学术共同体已具备同西方水利专家平等对话与合作的基础，西方专家因而得以深入参与中国水利建设。这一历程表明，民生工程建设中，科学技术实际作用的发挥程度，最终仍取决于本土的智力支持与社会支撑。

In the late Qing Dynasty, western water conservancy experts＇ work was mainly confined to hydrographic survey and water resources investigation, combined with colonial behavior by controlling estuarine port. In the early Republic of China, in pace with Chinese water conservancy personnel＇ s grow and the construction of water conservancy institutions, western experts ＇ work in China began to appear effect. In the period of Nanjing National Government, Chinese water conservancy academic community has become capable of equally conversing and co-operating with their western peers, with the result those western experts could go deep into China＇ s water conservancy engineering. This whole process has proved that the effect of science and technology in engineering construction will finally be determined by local intellectual and social support.
