城镇化有“单体式”和“城市群”两种形态。当前城镇化以“单体式”为主、以GDP为导向，进行爆发性发展并陷入质量困境。培育城镇体系、构建城市群有利于提高我国城镇化发展的质量。新型城镇化应从经济追求转化为城市群的角色担当：以人为本、产业支撑、公共服务、生态宜居、市场统一等。这就需要城市群形态下建立城镇间长期合作的体制机制，以提升城镇化质量；构建统筹协调机制，提高城市群综合承载能力；优化城市群内综合交通运输网络支撑；强化城镇产业、就业支撑；建立内生动力机制，理顺城市层级间的资源配置关系；创新资金投入机制，保障城镇化可持续发展；完善管理约束机制，优化城镇社会治理。

Urbanization has two forms of ＂single type＂ and ＂urban agglomeration＂. The current urbanization is given priority with ＂single type＂, explosive development and led to quality dilemma which is guided by GDP. Constructing urban agglomeration and urban system is helpful to improve the quality of urbanization. New type of urbanization should be economic pursuit to act as the role of urban agglomerations ： people-oriented,industry sup- port,public service, ecological livable, unified market, etc. Under the urban agglomeration form, establishing a long-term cooperation mechanisms between the cities is required to enhance the quality of urbanization：building overall coordination mechanism to improve the comprehensive carrying capacity of urban agglomeration; optimizing comprehensive transportation network to support urban agglomeration;strengthening the urban industry and employment to support urbanization;establishing the endogenous dynamic mechanism to straighten out re- source allocation relations between the cities;innovating fund input mechanism to ensure the sustainable develop- ment of urbanization;perfecting management constraint mechanism to optimize the urban social governance.
