公务员参与廉政教育的意向是内在态度和外显行为之间的重要联结。鉴于公务员参与廉政教育实际行为测量难度较大,研究参与意向是一个可行的替代方案。本文基于计划行为理论(TPB),加入过去行为和组织氛围两个变量,构建了公务员参与廉政教育意向的假设模型。依据所搜集到的262名公务员问卷,利用结构方程模型进行假设验证。结果显示:态度和知觉行为控制对参与意向有正向影响,前者直接效用最大,后者整体效用最高;主观规范和组织氛围对参与意向没有直接影响,只是通过态度间接影响之。

The intention to get involved in anti--corruption education from public servants is a critical link between inner attitudes and explicit behaviors. Given that the actual behaviors of public servants being involved in anti-corruption education is quite difficult to measure, studying the intention to participate is a feasible alternative. Based on the theory of planned behavior (TPB), adding behavior and organizational climate as the two variables, this paper has constructed a hypothetical model of being involved in anti--corruption education for public servants. According to the collected questionnaires from 262 public servants, the paper validates the proposed hypotheses with the use of the structural equation model. The results show that attitudes and the control perceived behaviors have a positive effect on the intention to be involved. Meanwhile, the former has the maximum direct utility and the latter has the highest overall utility. Subjective norms and organizational climate have no direct impact on the intention to be involved, but only indirect impact through the attitudes. On the one hand, past behaviors have a direct positive effect on the intention; and on the other hand, they play an indirect role in the intention through the control of perceived behaviors.
