作为住房互助保障制度,住房公积金贷款不能像商业金融贷款那样“嫌贫爱富”。当前发放住房公积金个人贷款的作法没有充分发挥保障作用。要从制度属性及资金互助出发,立足于保基本,通过职工及其家庭成员公积金缴存情况、居住水平、曾经购房和贷款情况以及诚信状况等,总结出一套对所有住房公积金缴存人公平统一、连续稳定、灵活简便的贷款额度数学计算方法,合理确定贷款发放额度,充分发挥住房公积金制度保障作用,确保贷款资产安全。

As the institution of housing mutual security,the Housing Provident Fund（HPF） loan can＇t despise the poor but to be keen on the rich,just like the commercial financial loan.Nowdays, the HPF loan did not make the function of protection play enough. Complying with the property of institution and acting as mutual fund and supporting basic livings, it＇s needing to establish mathematical methods to calculate the HDF credit line on the basis of contribution to fund, living condition, house--purchased, other housing loans and personal credibility of the HPF contributor and his family.The methods, which should be fair and unified, continuous and stable, and flexible and convenient, will be used to calculate a HPF credit line, to determine the rational value of loan finally, to bring the security function of HPF into full play, and to ensure the security of loan assets.
