现代法治精神倡导依法治国、执法为民、公平正义、服务大局、党的领导。依法治国是核心内容，执法为民是本质要求，公平正义是价值追求，服务大局是重要使命，党的领导是根本保证。现代法治精神与义务教育密切相关。义务教育工作者应自觉维护宪法和法律的权威与尊严，发挥现代法治精神的指引、推进、规范作用，着力依法行政、依法治教、依法治校，将义务教育改革发展全面纳入法治轨道。

The modern spirit of rule of laws advocates managing all state affairs according to laws and enforcing the laws for people, which emphasizes on equity and justice in the entire process of socioeconomic reform and development. Under the leadership of the CCP, law enforcement presumably focuses on nothing more than for the people, by the people and of the people. Compulsory education is one of major state affairs and is bound up with the modern spirit of rule of laws. Policy makers and other stakeholders of compulsory education should consciously safeguard authority and dignity of the Constitution and laws, making all policies and measures well guided and strictly regulated by modern spirit of rule of laws.
