本文从信息具有价值这一角度进行分析,通过博弈论中的纳什均衡模型进行理论论证,推出合作博弈是双方的最好选择。由不完全信息动态博弈倒逼出机制设计,通过法律保证政府信息公开。然后进行实证分析,使用各国人均GDP（｜S）和政府公布信息自由法的年度之间的关系来证明政府信息公开有助于经济增长,政府信息不公开的国家经济上较为贫困。从而得出政府信息公开能够产生极大的经济效益,因此政府信息公开存在极大的必要性。

This paper analyzed the disclosure of government information from the angle of information＇s value. Theoretical proof of the Nash equilibrium model of the game theory, has introduced that the cooperation game is the best choice of beth play- ers. The dynamic game of incomplete information generate mechanism design, through the legal guarantee the openness of govern- ment information. Then the article carried on the empirical analysis, using the relationship between per capita GDP （ $ ） and the annual that the government announced the freedom of Infornuttion Act to prove that the government information disclosure contributes to economic growth. The countries that the government information is not opened are economically poorer. So the opening of gov- ernment information obtained great economical benefits and exists the great necessity.
