It is the third path for building ＂the peoples livelihood state＂ between the welfare state and free market state, which combines the social protection and economic efficiency promotion function. Now Chinese face so many problems such as large gap between rich and poor, housing difficult, pension difficult, seeing the doctor difficult, education equality, environmental protection. The advice is that, the Thirteen Five Years Plan should focus on building ＂the peoples livelihood state＂ , to lead the social, economic, political, cultural and ecological construction.
