我国科技人才政策实施成效，存在地区结构性差异。本文构建总量指标与密度指标相结合的评价指标体系，利用统计数据分析我国东中西部地区科技人才政策成效。研究发现，2012—2011年，中西部地区与东部地区的科技能力指数差距有所发散，而科技产出效能指数差距有所收敛，表明新时期我国科技人才引进、培养和流动政策没有逆转中西部与东部地区科技能力差距发散趋势，而科技人才激励政策在中西部地区产生了显著成效。

아국과기인재정책실시성효，존재지구결구성차이。본문구건총량지표여밀도지표상결합적평개지표체계，이용통계수거분석아국동중서부지구과기인재정책성효。연구발현，2012—2011년，중서부지구여동부지구적과기능력지수차거유소발산，이과기산출효능지수차거유소수렴，표명신시기아국과기인재인진、배양화류동정책몰유역전중서부여동부지구과기능력차거발산추세，이과기인재격려정책재중서부지구산생료현저성효。
There exist regional structural differences of implementation effect of our scientific and technological talent policy. Establishing the evaluation index system including the total index and density index, empirically analyze the effectiveness of our scientific and technological talents policy between East-central-west regions with the statistic.at data. The findings show that from 2002 to 2011, technology capability indices gap between the central-west regions and the eastern presents a divergence, while, the gap of the index of scientific and technological output efficiency takes on a convergent, which indicates ~hat our introductinn, cultivation and flow policy on scientific and technological talent haven＇ t reversed the divergent ~rend of scientific and technological ability gap across the Midwest and eastern regions in the new period, however the incentive policy of the scientific and technological talents has produced significant results in the Midwest regions.
